Kevin has over 30 years of combined military and law enforcement experience as a United States Marine and as a Texas Peace Officer. Kevin enlisted in the Marine Corps prior to graduating high school in 1989. Trained as an Assault Amphibious Crewman, he participated in combat action as part of Operation Desert Shield and Operation Desert Storm. Accepted into a commissioning program, Kevin was promoted to Second Lieutenant in 1994 after graduating Sam Houston State with a degree in Criminal Justice Law Enforcement Police Science. After holding multiple commands in Japan, Korea and Louisiana, he left the Marine Corps as a Captain in 1999. Kevin graduated top cadet from the Montgomery County Texas Sheriff’s Academy in 2001. That same year he joined the Harris County Texas Sheriff’s Office, where he eventually attained the rank of Major. Although he maintains an active Peace Officer’s commission, Kevin left active law enforcement in 2018; joining the FirstNet organization and later working for Motorola Solutions in Intelligence Led Policing.
Kevin learned the basics of leadership in the Marine Corps, lessons that served him well as he commanded units ranging from 200+ person bureaus to ad-hoc multi-agency command posts during natural disasters such as Hurricane Harvey. Throughout his military and law enforcement career, Kevin has been tasked with developing new units and business processes while managing fiscal resources and capital ($100+M), adapting to challenges and changing priorities. In addition to directing overall technology strategy and direction, as related to operations, facilities, fleet, personnel, and critical assets, he implemented the Anti-Gang Unit, Aviation Unit and supervised multiple concurrent agency, county-wide and regional projects; reporting to multiple stakeholders at all levels using various communication methods. A Subject Matter Expert in Procedural Analysis, Project Management, Data Analysis, and Report Writing, he is adept at leveraging technology to develop targeting strategies to deploy resources and develop response plans. Additionally, he is skilled at identifying trends and developing operational strategies and countermeasures using intelligence-led data.
Kevin holds a Master Peace Officer license, TCOLE Instructor and TCOLE Firearms Instructor certificate, Combat Action Ribbon and Navy Achievement Medal.
